The Muslim community in Bali has been increasing over time. Even though the 2010 official data states that the number of Muslim population in Bali has been accounted for only 13.37% from the total Bali population, the reality talks the opposite, for many Muslims living in Bali have not officially registered as Bali citizens yet. Some even said that the number of Muslim population in Bali is currently equal to 50% of the total population.

In that regard, zakat development in Bali becomes more relevant to be discussed, for the ‘statistically minority’ may lead to a unique perspective of zakat development. Therefore, the center of strategic studies (PUSKAS) BAZNAS initiated the discussion on the implementation of National Zakat Index (NZI) and measurement of the impact of productive zakat in Bali. Those events were held on 10 – 11 August 2017 in Denpasar, Bali.

The former was attended by a senior researcher of PUSKAS BAZNAS Wahyu Jatmiko and the heads of BAZNAS province as well as regency in Bali. Apart from Drs. H. Mahrusun Hadiono as the head of BAZNAS Bali Province, the head of some regencies including Jembrana, Karangasem, Klungkung, Denpasar, Buleleng, Bangil, Gianyar, Badung, and Rebanan also found attending the discussion.

The discussion which was located at the Wong Solo Restaurant, Jln Merdeka No. 18. Denpasar, Bali, aimed at discussing and implementing the NZI as a tool to measure effectiveness of Zakat management in Bali. Wahyu explained that the implementation of NZI is very much the need of the hour as before too long the zakat management has been left without standardized measurement which can assess whether a particular zakat management has effectively implemented.

Some constructive critics were proposed by the participants, including the way NZI has not put the category of minority Muslim region in the consideration. As stated by Imam Hanafi, the head of BAZNAS Jembrana, the index should incorporate the minority Muslim region status as it is the case of Bali region. BAZNAS Bali will inevitably get lower score from the support of government. It is currently almost impossible for Bali having the legal or government budget support, for Muslim representative in the government is rare. In some occasion, the local government has not even officially appoint the BAZNAS commissioner, thus the BAZNAS is operating without legal standing.

The latter aimed at train the surveyor the impact of productive zakat implementation in Bali. This training was held at BAZNAS Bali province office and attended by four surveyors. Wahyu himself coached the surveyor to be ready doing the field-interview.

After the training, Wahyu and one of the surveyors also visited one of the BAZNAS Bali productive zakat mustahik, namely Abdul Kadir. This year, Abdul Qadir and family received a productive zakat from BAZNAS Bali in order to start their family business, namely Lalapan Ayam. His outlet is located at Tabanan Bali.

Abdul said that the zakat given by BAZNAS Bali was very much useful for him and his family, as they only rely their income on the business funded by that productive zakat.
