Minister of Religious Affairs (Menag), Lukman Hakim Saifuddin, opened the National Zakat Working Meeting (Rakernas) The National Board of Zakat (BAZNAS). BAZNAS and Amil Zakat Institution (LAZ) in Indonesia, are committed to strengthening the capabilities of Zakat Institution (OPZ) for the development of national welfare. As stated by Chairman of BAZNAS, Prof. Dr. Bambang Sudibyo, MBA, CA, in a report announce in Rakernas 2018.

Accompanying by Vice Chairman of BAZNAS, Dr. Zainulbahar Noor, Deputy BAZNAS, M. Arifin Purwakananta, Director General of Islamic Community Guidance Ministry of Religious Affairs who is also Member of BAZNAS, Prof. Dr. Muhammadiyah Amin, Secretary of BAZNAS who is also Chairman of Rakernas 2018, Drs. H. Jaja Jaelani, MM, Director of Distribution, Mohd. Nasir Tajang and Director of Operations, Wahyu TT. Kuncahyo.

"Rakernas further strengthens national zakat coordination, this time taking the theme of 'Strengthening Zakat Institution (OPZ) for National Welfare Development'," said Bambang.

According to the former Minister of National Education, this is in line with Law No. 23 of 2011 on Zakah Management and Government and Regulation No. 14 of 2014 on the Implementation of Zakat Management. Where, said Bambang, zakat has taken care of the government and the implementation of zakah management is mandated to BAZNAS assisted by Amil Zakat Institution (LAZ).

"Therefore, the institutional and working system of BAZNAS and LAZ as OPZ must always be strengthened in order to become a credible ZIS trust organization and can ease the burden of government to improve people's prosperity," said the former Finance Minister.

Bambang asserted, rakernas attended by the leaders of the central BAZNAS, BAZNAS provinces, BAZNAS district/city, LAZ national level, provincial and district/city.

"The total participants are 700 persons. This time, Bali was chosen as a place of Rakernas to encourage BAZNAS and LAZ in areas where Muslims are a minority to perform well in an atmosphere of mutual respect among fellow people of different religions," he said.

OJK Supervisory

Bambang stressed that BAZNAS management for the period 2015-2020 has been determined to continue to increase the management of zakat in all its aspects, both collection, finance and distribution and utilization.

"We name this zakat-raising event throughout Indonesia, as the period of Zakat Awakening. Our efforts are made for the awakening of zakat by building a new paradigm in zakat campaign, managing finances and in various zakat distribution approaches,” said Bambang.

BAZNAS, he added, is now increasingly committed to promoting transparency and accountability, by building strong internal audit units, successfully obtaining ISO 9001: 2015 certificates, and financial reports that always receive unqualified opinion (WTP) from public accountants.

"As zakat has been included in the Masterplan of Islamic Finance Architecture by Bappenas, we plan all BAZNAS and LAZ to be overseen by the Financial Services Authority or OJK," Bambang asserted.

BAZNAS, he added, is committed to alleviating the Indonesian people from poverty with a target of 280 thousand people per year, through the distribution and utilization of zakat that is measurable, directed and empowering.

In the distribution of zakat, Bambang said, in addition to referring to sharia, BAZNAS and LAZ also develop poverty alleviation programs that are aligned with the achievement of Sustainable Development Goals (SDGs). "Almost all the goals in SDGs can be targeted with various zakat disbursement programs," said Bambang.

Bambang said rakernas will stimulate the synergy of zakat management nationally, especially the field of collection and distribution.

Rakernas also became a forum to socialize the Regulation of BAZNAS (Perbaznas), Special Working Competency Standards (SKKK) BAZNAS and Fikih Zakat Contextual Indonesia.

Therefore, Rakernas invited relevant officials who delivered keynote speeches, such as the Coordinating Minister for Human Development and Culture (Menko PMK), Minister of Religious Affairs, Minister of Finance and other government agencies.

Menko PMK discussed "Government Policy in Improving the People's Welfare through Zakat" and the Minister of Religion presented a paper on "Strengthening Zakat Institution (OPZ) Capacity Building for National Welfare Development".

Furthermore, there was a keynote speech from the Minister of Finance entitled "Government Support to Realize Zakat Management Similar to Taxation Management".

Meanwhile, the Secretary of BAZNAS who is also Committee Chairman of the 2018 Rakernas, Drs. H. Jaja Jaelani, MM, explained, rakernas will discuss a number of agendas. Among others, related to the working relationship between BAZNAS and LAZ, human resource management (HR) as well as Annual Work Plan Budget (RKAT) 2018 & RKAT 2019.

He added that the Rakernas will also discuss the mechanism of authorization of the district/city BAZNAS RKAT by the provincial BAZNAS, ICT-based financial management system, BAZNAS regional financial reporting system based on the BAZNAS Management Information System (SIMBA) and LAZ information system connectivity with SIMBA.

Rakernas also discusses the financial audit of zakat management in accordance with the legislation and internal supervisory unit, sharia audit, asset management system and procedures, procurement system and procedures, system of administration and documentation, system and procedures of public relations and protocol, complaint handling system and complaints as well as other systems and procedures.

Collection and distribution division will discuss the collection management of zakat, infaq and sadaqah (ZIS) and other religious social funds (DSKL), management of distribution and utilization programs, including the measurement of Zakat Village Index (IDZ) for Zakat Community Development (ZCD), program coordination and synergy between BAZNAS, regional BAZNAS and LAZ, IZN measurements on BAZNAS and LAZ.

In addition to performing the role of operator, Jaja explained, BAZNAS also has a strategic mission to optimize the function of national coordinator by strengthening human resources, information and communication technology and providing examples or models of zakat empowerment program to be realized in the region.
