The National Zakat Board (BAZNAS) held a national work meeting (RAKERNAS) 2018 at Bali, March 21-23, 2018. "With the grace of Allah s.w.t, the participants of Rakernas 2018 firmly commit to implementing zakat management tasks by carrying out the following matters," said BAZNAS Commissioner Ahmad Mundzier Suparta while reading the Resolutions on Thursday (22/3).

Twenty-seven of the Resolutions:

First, Baznas, Baznas Province, Baznas districts/ cities and LAZ carry out professional, responsible, and accountable responsibilities in accordance with Islamic law and government law.

Second, Baznas, Baznas Province, Baznas districts/ cities and LAZ maintain neutrality, not affiliated with the political parties, and do not follow practical in political activities.

Third, Baznas, Baznas Province, and Baznas districts/cities make mass movement UPZ Baznas massively according to Baznas Regulation Number 2 the Year 2016.

Fourth, Baznas, Baznas Province, Baznas districts/ cities and LAZ improve the performance of national zakat collection to achieve the target national year 2018 of Rp 8 trillion.

Fifth, Baznas, Baznas Province, Baznas districts/ cities, and LAZ conduct joint campaigns and socialization of national conventions.

Sixth, Baznas, Baznas Province, Baznas districts/ cities and LAZ implemented the publication of the results of the National Zakat Index (IZN) in 2017 and 2018.

Seventh, Baznas, Baznas Province, Baznas districts/ cities and LAZ developed a muzaki database system to serve 5,850,000 individual muzakki and 5,000 corporate bodies muzakki in 2018.

Eighth, Baznas followed up with a collaborative and thorough database cooperation with the Directorate General of Dukcapil Kemendagri and Kemensos. In order for the zakat distribution and utilization programs to not overlap with other institutional programs. Especially in alleviating poverty and community empowerment.

Ninth, Provincial Baznas and Baznas districts/cities coordinate with local governments to encourage and optimize regulation of zakat collection and provision of the local budget (APBD) for provincial Baznas and Baznas district/ cities operational costs. In accordance with the mandate Law No. 23 the Year 2011 and PP No. 14 the Year 2014 and Permendagri 134 the Year 2017.

Tenth, provincial Baznas, Baznas districts/cities, and LAZ support the Baznas's efforts to report the distribution and utilization of national zakat fund in accordance with the tabulation of the Bappenas National Sustainable Development Goals (SDGs) Report.

Eleventh, provincial Baznas, Baznas districts/cities, and LAZ make a timely strategic plan with reference to Baznas's strategic plan 2016-2020.

Twelfth, provincial Baznas, Baznas districts and municipalities, and LAZ developed the institutional governance system in accordance with the principles of syariah financial institutions and syariah-ready audits.

Thirteenth, Baznas conducts an assessment of the impact of poverty alleviation programs through the distribution and utilization of zakat in 2017 and 2018.

Fourteenth, Baznas, Baznas provinces, Baznas districts/ cities, and LAZ implement innovative and measurable zakat distribution and utilization programs to achieve distribution ratio at least 80 percent.

Fifteenth, Baznas, Baznas provinces, Baznas districts/ cities, and LAZ carry out national distribution programs at least to the 8 million mustahik.

Sixteen, Baznas, Baznas provinces, Baznas districts and cities, and LAZ developed a community-based distribution and utilization zakat program 2018 in 121 regions throughout Indonesia.

Seventeenth, provincial Baznas leader, Baznas districts/ cities leader, and LAZ leaders are obliged to get a certificate of Amil Competence on LSP (professional certification agency) Baznas starting in 2018.

Eighteenth, provincial Baznas, districts/ cities Baznas in appointing of Amils must base on the professionalism, competence, needs, capabilities, and decisions of the leadership councils. The replacement of Baznas provincial and Baznas districts/ city leaders should not be used as a basis for substitution of implementer Amils.

Nineteenth, provincial Baznas, Baznas districts/ cities, and LAZ enhance their amil competence through education and training held by Lemdiklat (education and training agency) of Baznas.

Twentieth, Baznas province, Baznas district/ city, and LAZ had standard operational procedures (SOPs), both prepared by Baznas or by self-developed under Baznas's direction.

Twenty-one, Baznas, Baznas provinces, Baznas districts/ cities, and LAZ according to their level must submit the zakat management reports in accordance with Baznas Regulation No. 4 of 2018 and other laws and regulations.

Twenty-two, Baznas announced all OPZs that have already and have not fulfilled the provisions, either through the national mass media or through Baznas internal media, no later than August 31, 2018.

Twenty-three, provincial Baznas and Baznas districts/ cities form of the Internal Audit Unit (SAI ) with the competent personnel.

Twenty-four, Baznas, Baznas provinces, Baznas districts/ cities, and LAZ conducted audits of 2017 financial report and the results must be reported according to the regulation at the latest June 30, 2018.

Twenty-five, Baznas supervised and ratified the provincial Baznas strategic plan as well LAZ.

Twenty-six, provincial Baznas supervised and ratified Baznas districts/ cities and Regional LAZ.

Twenty-seven, Baznas, Baznas provinces, Baznas districts/ cities, and LAZ must publish success stories books about their zakat management in Indonesia.
