PUSKASBAZNAS.COM-In addition to being an institution that distributes zakat from the muzakki to mustahik. Zakat institutions also have a vision of da'wah that must be done. One of the da'wah efforts that can be done is to take preventive and curative actions on the issue of apostasy in an area.

Dr. Irfan Syauqi Beik, Director of the Center for Strategic Studies BAZNAS (Puskas BAZNAS) explained that issues related to apostasy are important to discuss because they will affect the performance of zakat in particular and the condition of Islam in general. The results of the Apostasy Vulnerability Index study: Concepts and Implementation of Measurements will be a stepping stone for BAZNAS in giving more attention to areas that are vulnerable to apostasy. Programs carried out will also be more effective and efficient in tackling these issues.

National Seminar on Apostasy Vulnerability Index: Concepts and Implementation of Measurements continued with a discussion presented by Dr. M. Soleh Nurzaman (Deputy Director of Puskas BAZNAS), Prof. Dr. KH. Ahmad Satori Ismail (commissioner of BAZNAS), and Salahuddin El Ayyubi Lc (Director of Muallaf Center BAZNAS).

Dr. M. Soleh Nurzaman explained about the results of the study which is Apostasy Vulnerability Index (AVI) in each Regency/City in 34 Provinces in Indonesia. The index value is divided into 4 categories, namely 0.00-0.25 for Regencies/Cities with a low AVI, 0.26-0.50 for Regencies/Municipalities with quite high AVI, 0.51-0.75 for Regencies/Cities with high AVI  and 0.76 to 1.00 for districts/cities with very high AVI.

In this session, Prof. Dr. KH. Ahmad Satori Ismail explained about the significance of zakat in the da'wah program. He specializes his discussion to Muallaf, which is one of the names of the mustahik groups who have the right to receive zakat. According to Prof. Dr. KH. Ahmad Satori Ismail this study is an innovation that can help in mapping areas prone to apostasy thus special attention can be given.

In the last session, Salahuddin El Ayyubi Lc. M.A as the director of the Muallaf Center BAZNAS (MCB) explained the program that will be carried out in realizing the propagation of zakat towards Muallaf/communities prone to apostasy. Furthermore, according to him, the mapping generated from the study of Apostasy Vulnerability Index: Concepts and Implementation of Measurement will help the MCB to find out the priority areas that can be helped related to the issue of apostasy.

"The declining number of Muslims population is an issue that deserves attention. There are at least three factors that influence Muslim population, namely birth, migration and conversion (apostasy). If the declining number of Muslim population is affected by the conversion of religion, then it is indeed the obligation of BAZNAS as a zakat institution, which also has a role in the matter of da'wah to conduct studies related to the issue.
