Puskas BAZNAS together with IPB University, National Committee for Sharia Economics and Finance (KNEKS), Bank Indonesia (BI) and Ministry of Religious Affairs of Indonesia (Kemenag RI) are currently designing a large research project on non-institutional zakat collection. On Wednesday (8/7/2020), a virtual meeting was conducted to discuss the project. The meeting was attended by Prof. Dr Bambang Sudibyo the Chairman of BAZNAS, Dr. Ahmad Juwaini KNEKS Director of Inclusive Finance, Islamic Social Finance and Islamic Microfinance, Cecep Makanul Hakim from BI, Prof. Dr. M. Firduas and Dr. Lukman Baga from IPB University and Andi Yusri from Kemenag RI. The agenda was started with a welcome speech by the Chairman of BAZNAS and followed by the design project presentation by the Director of Puskas BAZNAS, Dr. M. Hasbi Zaenal. The meeting went smoothly and each institution gave positive responses and suggestions to the idea of such project.

The idea of large project is based on Zakat, Infaq and Sadaqa (ZIS) collection and distribution through traditional  or non-official zakat institutions is higher than the ZIS collection and distribution through official zakat institutions. Considering the huge potential of zakat around IDR 233 Trillion, according to Puskas BAZNAS, the realization of ZIS which is recorded in the official zakat institutions until 2019 are only about IDR 10 Trillion or approximately 10% of the zakat potential. The researcher believes if all of those who pay their ZIS through non-official zakat institution were recorded, the realization of ZIS collection should have been higher than it is now.

By using interview method, the research survey will involve 3400 respondents spread in 34 provinces in Indonesia. In each provinces, one third of the respondents will be chosen from the urban community, another one third from suburban and the rest from rural community. In addition, some  prospective respondents involved in this survey are individuals, the Dewan Kemakmuran Masjid (DKM) and non-DKM Institutions.
