Empowering of Productive Zakat, BAZNAS Central Java

BAZNAS Central Java has a role to accommodate productive zakat funds assisted by BAZNAS Regency/City and Districts in Central Java. The management of BAZNAS Central Java itself still refers to Law No. 38 of 1999 which states that BAZNAS Central Java still held by government officials from the Religious Affairs Ministry of Central Java Province. Currently the Central Java provincial government has yet to appoint the Chairman of BAZNAS makes daily operational run by the Head of the Islamic Information, Zakat and Waqf (PENAISZAWA) Ministry of Religious Affairs Central Java, Drs. H. Ahyani, M.Si and Head of Zakat Empowerment Drs. H. Muh. Syafiq.

For productive zakat programs, Central Java dividing the territory into two, namely the residency Pati and residency South Central Java. BAZNAS Central Java is not only focused to develop businesses which has a rapid turnover, such as food industry, but also livestock including Fisherman Village Pondok Loro which is seasonal, Jepara regency which has a local goat raising, Podorejo district which has Etawa goat raising and Pekalongan which has a catfish breeding venture.

Kembang district, Jepara residency

This district has a local goat raising with an initial capital of eleven she-goats in pregnant condition. Mrs. Siti Arnawati is one of mustahik, given a she-goat for breeding. The first-born get two goatling which are male and female. The females rolled out to other mustahik to breed. The males are sold for children's school fees. Second birth get another two goatling, one dead, the rest is sold to buy uniforms TPQ teachers. Last birth get two male goatling. Currently, the number of local goats are still bred by Mrs. Siti is three goats including the parent which is currently pregnant.

Mijen district, Semarang City

This district has processed ginger and sweet potato venture with commodity derivative products for ginger powder ready for brewing and ginger brownies. For cassava commodities the products are cassava chips and cassava yam tape, with an initial capital of Rp1,250,000, with 10-month installment of Rp125,000. Constraints faced by these business are all the production is still using manual production tool that causing a limited number of production and sterile packaging.

Podorejo district, Semarang City

This district has Etawa’s breeding with an initial capital of Rp15.000.000 in February 2016 with the details of the goats, a goat stud and six she-goats. In August 2016 one of the she-goat gave birth to two goatling and in early October another she-goat gave birth to another two. The Etawa will be rolled out again to another mustahik at the age of 1 to 2 years. The purpose of Etawa livestock is to make the podorejo districts as an iconic place of production and distribution specializing Etawa. Constraints faced by livestock farmers Etawa is inability for maximizing the milk, feces and skin. This is due to limited tools of processing and cold storage. The weight of the oldest Etawa who are bred by farmers podorejo reached 65 kilograms. Prices of the Etawa nearly doubled the price of local goats. For goat stud, the Etawa rewarded with a range of Rp 4,000,000 to Rp 5.000.000 however for the she-goat only rewarded Rp2.000.000 to Rp3.500.000.

Constraints faced by BAZNAS Central Java such as the limitation of collecting zakat funds. This matter makes hard to handed the budget down to BAZNAS Regency/City and District who assisted mustahik. It would require cooperation between the Ministry of Religion with social communities in Central Java for sustainability of assistance to mustahik. This has an impact on the sustainability of the monitoring and evaluation were not optimal overall in BAZNAS Central Java. This survey expected to analyze the problems encountered in the field so the related BAZNAS could do the improvements to increase the effectiveness of the distribution of zakat particularly the productive zakat.
