The Commissioner of BAZNAS, Prof. Dr. Mundzir Suparta, MA delivered 22 resolutions the 2019 National Zakat Meeting (Rakornas) in front of 650 participants from all over Indonesia. The Resolutions were conveyed by Prof. Mundzir when chairing the final plenary meeting themed "Optimizing the Management of Zakat in Alleviating Poverty and Improving Welfare to Support Indonesia as the Center of Islamic Economy of the World at Sunan Hotel, Surakarta, Central Java, Wednesday (03/06/2019). 

Mr. Mundzier was accompanied by BAZNAS CEO, Mr. M. Arifin Purwakananta, Secretary of BAZNAS who is also Chairperson of the 2019 National Zakat Meeting Committee, Drs. H. Jaja Jaelani, MM, the Operations Director who is also the Deputy Chair I of the Rakornas Committee, Wahyu TT. Kuncahyo, Director of Distribution and Utilization of BAZNAS (Second Chair), Mohd. Nasir Tajang; BAZNAS Director of Compliance and Internal Audit, Drs. M. Ichwan, Ak, MM, CA and Director of BAZNAS Center for Strategic Studies, Dr. Irfan Syauki Beik. 

Based on the 2019 National Zakat Meeting, there were 22 resolutions produced as follows: 

  1. BAZNAS develops the national muzaki database on line system;
  2. BAZNAS provides education and training for at least 750 amil;
  3. BAZNAS, BAZNAS Province, BAZNAS Regency / City, and LAZ carry out the duties and functions of zakat management in a professional, responsible, accountable, and coordinated manner in accordance with the Islamic law and national legislation;
  4. BAZNAS, BAZNAS Province, BAZNAS Regency / City, and LAZ, are institutionally and individually must maintain the neutrality in the 2019 political year;
  5. BAZNAS, BAZNAS Province, BAZNAS Regency / City, and LAZ will increase the performance of national zakat collection to achieve the national target for 2019 in the amount of Rp. 9 trillion.
  1. BAZNAS, BAZNAS Province, BAZNAS Regency / City, and LAZ in a coordinated manner to improve the campaign and socialization of zakat nationally;
  2. BAZNAS, BAZNAS Province, BAZNAS Regency / City, and LAZ use digital facilities in zakat management;
  3. BAZNAS, BAZNAS Province, BAZNAS Regency / City, and LAZ maintaining the target of the number of national individual muzaki in 2019 as many as 5 million people, and corporate muzaki as many as 3,500 corporations;
  4. BAZNAS, BAZNAS Province, BAZNAS Regency / City, and LAZ report the distribution and utilization of zakat in accordance with the Technical Guidelines for Monitoring and Evaluation of the Implementation of the Bappenas Sustainable Development Goals 2019;
  5. BAZNAS, BAZNAS Province, BAZNAS Regency / City, and LAZ maintain the target of the distribution ratio of zakat collection to be at least 85%.
  6. BAZNAS, BAZNAS Province, BAZNAS Regency / City, and LAZ maintain the target of national mustahik in 2019 at least 6,670,000 people
  7. BAZNAS, BAZNAS Province, BAZNAS Regency / City, and LAZ are committed to alleviate 1% of the national poverty rate (25 million) through zakat distribution and utilization programs
  8. BAZNAS, BAZNAS Province, BAZNAS Regency / City, and LAZ developed the ZCD program in 2019 up to at least 121 points throughout Indonesia;
  9. BAZNAS, BAZNAS Province, BAZNAS Regency/City, and LAZ maintain the target at least 20 Chairman/Executor BAZNAS Province, 100 Chairman/Executor BAZNAS Regency/City, and 10 Chairman/Executor LAZ to obtain amil competency certificates from BAZNAS LSP in 2019;
  10. BAZNAS Province, BAZNAS Regency/City, and LAZ implement systems and procedures (SISDur / SOP) which established and developed by BAZNAS or by self-developed systems and procedures that in accordance with BAZNAS directives;
  11. BAZNAS Province, BAZNAS Regency/City, and LAZ form an Internal Audit Unit (SAI) with competent personnel according to their capabilities;
  12. BAZNAS, BAZNAS Province, BAZNAS Regency/City, and all LAZ must integrate their management information system with the 2019 BAZNAS Management Information System (SiMBA);
  13. BAZNAS, BAZNAS Province, BAZNAS Regency/City in carrying out the task of managing zakat must apply collegial collective principles in decision making through plenary meetings
  14. BAZNAS Province, BAZNAS Regency/City coordinate with regional government to encourage the issuance and optimization of zakat collection regulations and allocates the municipal fund (APBD) provision for operational costs, including the financial rights of regional BAZNAS leaders. Indicators: Regulation Index on IZN; and the APBD Support Index on the IZN;
  15. BAZNAS Province supervises and ratifies the BAZNAS Regency/City and LAZ Province/ Regency/City and reports it to BAZNAS in accordance with BAZNAS Regulation No. 01 of 2016 concerning RKAT;
  16. BAZNAS Province increases the coaching and supervision of all BAZNAS Regency/ City, LAZ Province, and LAZ Regency/ City which Measured by conducting the regional meeting coordination (Rakorda) at least 1 (one) time for each year; and
  17. All of Zakat Management Organization (OPZ) participants in the 2019 National Coordination Meeting are determined to optimize the management of zakat to alleviate poverty, improve the welfare of the people, and manifest the noble vision of the Government in making "Indonesia as the Center of World Islamic Economy by 2024".
