The concept of Zakat as a social institution and an instrument to improve the Muslims socio-economic welfare has been acknowledged. To deepen understanding of the latest zakat issues among its’ stakeholders, the needs of zakat training is getting higher. To respond the issues, IRTI (Islamic Research and Training Institute) as a subdivision of IDB (Islamic Development Bank) initiate a cooperation with BAZNAS to hold a training for amil titled “IRTI IDB-BAZNAS Training Program”.

As planned, the training was held at Millenium Hotel Sirih Jakarta on 5-7 April 2017. Lasted for 2 days, while the third day was for panel discussion, the training highlight the theme of “Issues in Collection and Distribution of Zakat Fund”. Attended as participants were the representatives of BAZNAS provinces and cities, Central BAZNAS, and some zakat institutions in Indonesia, namely Dompet Dhuafa, Rumah Zakat, and Inisiatif Zakat Indonesia.

The trainers of the event were Dr. Osman Babiker (IDB), Prof. Dr. Ataul Huq Pramanik (International Islamic University Malaysia), Prof. Dr. Abdul Ghafar Ismail (Sultan Sharif Ali Islamic University, Brunei Darussalam), Assoc. Prof. Dr. Abdul Halim Mohd Noor (Center for Islamic Philanthropy and Social Finance, UiTM Melaka), Prof. Akhyar Adnan (Chairman of Islamic Economic Development Center, Universitas Muhammadiyah Yogyakarta, Indonesia), Mr. Mohamad Amin bin Ibrahim (Lembaga Zakat Selangor), and Mr. Azhan Ismail (Pusat Pungutan Zakat Malaysia). The chairman of BAZNAS, Prof. Dr. Bambang Sudibyo, also attended the event to give keynote address. Meanwhile, director of the Center of Strategic Studies, the National Board of Zakat (PUSKAS BAZNAS), Dr. Irfan Syauqi Beik, led the panel discussion on the third day. Mrs. Nana Mintarti, MP, and drh. Emmy Hamidiyah (BAZNAS Members) also attended to this event.

By the end of the training and discussion session, the forum identified several issues related to the zakat today, like the urgency to take ijtihad between the ulama, the existance and fiqh law of zakat mal for professionals, the needs of standard for amil zakat, initiative to establish the cross-world zakat association, etc. As the conclusion of these raised up issues, the forum committed to set the next agenda with following plans: developing the competency standard of amil that conform to National Standard Competence of Indonesian Labor, establishing the amil certification institution by BAZNAS in which the involment of IRTI – IDB, improving the standard accounting and reporting of zakat (PSAK – Pernyataan Standar Akuntansi), and stipulating the indicators that serve as a standard measurement tool to assess and evaluate its overall performance.
