
Indonesia known as the four big country in the world, inhabited by generous people. It's proven by the data of zakat, infaq and alms fund collected by BAZNAS which reach up to Rp 7 trillion per year. This ammount is still far from the zakat potential that is estimated up to Rp 217 trillion. The main factor of this minus collection is the lack of socialization among the people.
Organizer of the Board of Social Insurance (BPJS) in cooperation with the National Health Insurance - Indonesia Healthy Card (JKN-KIS) who have debt contibutions because of the unability of the economy and not covered by the goverment. The community could help them by BAZNAS.
Director of Finance and Investment of BPJS, Mr. Kemal Imam Santosa said the fund will be used to cover the participant which has payment problem. Based on the research by Gadjah Mada University Central Studies 2016, the contribution abilities of JKN-KIS's participant especially for independent class III that only Rp 16,571 (less than USD $ 2) per person per month. It shows the people unability to pay JKN-KIS ideal economy value.
"We hope the crowdfunding program will motivate the community to help each other, in order to help unfortunate JKN-KIS participants ", said Mr. Kemal in Jakarta, Thursday (20/4).
Mr. Kemal said the program aims to build awareness, desire and also community pride to register and participate in the JKN-KIS program. The program is also a strategy to accommodate community participation in accelerating the recruitment of the informal sector and maintaining the continuity of their contributions.
Media used to run the program are BPJS website (www.bpjs-kesehatan.go.id) and BAZNAS website (www.pusat.baznas.go.id). These media provide information to join the crowdfunding program.
Beneficary recipients of crowdfunding program is participants of JKN-KIS classified as mustahik in BPJS Class III and having back pay for 3 months more. The participants pay Rp 25,000 per person per month. The contributions borne by BAZNAS the amount of participant's delinquent multiplied by the amount of participant multiplied by 12 months.
Head Group of Finance BPJS, Mr. Heru Chandra said more than 30% or arround 3 million independent participants deliquent their contributions. This undisciplined may cause of unawarness to pay. So that, BAZNAS has duty to verify and determine the proper participant to receive the program benefit.
Director of National Zakat Collection, Communication, and Information Coordinator of BAZNAS, Mr. Arifin Purwakananta said delinquent amount of participants class III is Rp 700 Billion. If only they pay for 10%, so there is Rp 70 billion fund potential put into BPJS. BAZNAS itself targeting for the early stage will help with Rp 15 billion, and Rp 7 billion especially for this year.
"This early target is to see community response." Arifin.
Mr. Arifin added, there are still lots of alms fund does not collected well because of lack socialization. In the future, BPJS and BAZNAS will cooperate to help the poor people register themselves to JKN-KIS.
Previously, BAZNAS through various program of zakat distribution has helped BPJS patient with delinquent contributions. As example, Mr. Heroe Wibowo Stefanus live in Menteng, Central Jakarta. Mr. Heroe is head of family with a wife and four childrens in scholl age. He is a temporary laborer in contractor company, he earns Rp 3.4 million per month and expending Rp 2.9 million per month. His wife is sick and must be treated at the hospital as soon as possible. But the treatment cost can not be proccessed since he did not pay the JKN contributions yet. The back pay reaches Rp 3.6 million makes him can not pay off it. Then this family is helped by BAZNAS, who pays for this debt.
