
JAKARTA – The 2025 BAZNAS National Coordination Meeting Formulates 9 Resolutions to Strengthen Zakat Governance
“Strengthening the BAZNAS institution is a top priority, as well as a manifestation of our commitment to supporting the national development agenda through the AstaCita vision,” said BAZNAS Chairman Noor Achmad in a statement in Jakarta on Saturday.
Noor also welcomed the Constitutional Court (MK) decision on the revision of the Zakat Management Law, which strengthens BAZNAS RI in its efforts to build the nation through Zakat, Infaq, and Sedekah (ZIS).
He hopes that this can serve as a bridge for BAZNAS to continue to establish relationships with all stakeholders, especially local governments.
According to Noor, zakat is part of da'wah (Islamic preaching) and an important instrument for the welfare of the people.
The nine resolutions of the 2025 BAZNAS National Coordination Meeting are as follows:
- BAZNAS, Provincial BAZNAS, and Regency/City BAZNAS are ready to be at the forefront of community welfare and poverty alleviation in supporting the achievement of the national development agenda in accordance with the AstaCita vision of the Prabowo-Gibran administration.
- BAZNAS, Provincial BAZNAS, and Regency/City BAZNAS are committed to maintaining and improving the reputation of the institution by applying the 3 Aman principles, namely Aman Syari, Aman Regulation, Aman NKRI, especially in strengthening Aman NKRI as the foundation for strengthening national unity and integrity.
- Continuing to strengthen the four main pillars of national zakat management, including strengthening regulations and institutions, increasing human resource capacity, developing infrastructure, and strengthening networks and synergies.
- Encouraging the ratification of the draft Presidential Regulation on Zakat for Civil Servants and State-Owned Enterprise Employees in order to optimize the achievement of the 2026 national ZIS and Other Religious Social Funds (DSKL) collection targets.
- BAZNAS Regency/City are committed to establishing Village/Sub-District Zakat Collection Units (UPZ), Sub-District UPZ, and Mosque UPZ throughout their respective regions in accordance with the number of villages involved, including village government officials, community leaders, and religious scholars within two months from today.
- Optimization of DSKL collection that has the potential to be managed by BAZNAS includes ownerless property (mal majhul), property or goods lost by their owners and found by other people, and whose owners are unknown (luqothah), unowned or unmanaged land (ihyaul mawat), criminal sanctions (ta'zir), fines or penalties, heavy hajj fines (badonah), iwad, dormant accounts, and so on.
- Encourage the establishment of the Indonesian Zakat Administrators Association (AAZRI) at the regional level as a professional association for zakat administrators to strengthen synergy, increase capacity, and uphold professionalism in zakat management throughout the region within two months from today.
- Strengthening multi-stakeholder synergy through collaboration with the government, the business world, universities, the media, and international institutions, as well as expanding BAZNAS' contribution to global humanitarian issues, including support for Palestine and other communities affected by crises.
- Appreciating the Constitutional Court (MK) decision on the Judicial Review of Law Number 23 of 2011 concerning Zakat Management, which further strengthens BAZNAS position as the main national zakat management institution.
