It is already known that zakat is one of Islamic teachings that is also the peak of the People's Welfare Pyramid. Inside the pyramid, there are three groups involved in the movement of zakat, namely aghniya community group who gives zakat (Muzaki group), zakat activists group (Amil group), and the needy who are included in the 8 asnaf entitled to receive zakat (Mustahik group).

There have been a lot of muzaki who pay zakat, either directly to the people who need it or through the zakat institutions, and there have been mustahik who receive its benefits. However, if we look at the amount of people included in the welfare pyramid, apparently the three groups are not the largest. There are still many Muslims from other groups that have not been able to feel, enjoy, and to practice zakat.

Zakat Inclusion involves the large groups, such as groups of young people, hobby groups, as well as groups of certain age people.

In Indonesia, the Zakat Inclusion movement is the movement of thought, managerial and operational that will be driven by BAZNAS to make the whole society can feel the joy of zakat. In turn, this movement will encourage the society welfare and help the government in solving the problems of poverty, problems of public welfare and the problems of inequality.

In the implementation, the Zakat Inclusion movement will involve potential students in the colleges. The students will be encouraged to be agents of the implementation of zakat in a micro scale. Starting from campaigning zakat, collecting zakat, and distributing zakat to the needy. The Zakat Inclusion movement on campus will be massive and widespread, and the students are expected to become the motor for broader dakwah of zakat. From the collection of zakat, the students’ role is also important because at that time they are at the potential age. Several years later, after they have income, they will go to the Muzaki group.

Implementation of the Zakat Inclusion movement is also applied to students and Scouts. Especially for the Scouts, the zakat learning activities in elementary, junior and senior high schools will be built nationwide through the cooperation of the establishment of the Satuan Karya (Saka) ZAKAT which is gradually coordinated by BAZNAS in the level of national, provincial, to district/municipality.

The Zakat Inclusion certainly is targeting the professional groups, communities, hobby groups and humanitarian volunteers in order to accelerate the zakat collection and distribution of zakat to those who deserve it. Two sides of this fighting are the key application of zakat on the community groups in more depth.

Absolutely, the Zakat Inclusion should take advantage of the latest information and communication technology for its application. The use of “Lakupandai” of Islamic banking can be a way for the start of this movement in the various groups. To that end, the Zakat Inclusion movement is targeting 1 million people to be engaged and to drive the spread of the value of zakat all over the country.

The idea of Zakat Inclusion is also expected to be developed in several countries that run zakat management with strategies adjusted to the situation in each country.
