An Examination of the Authority of Private Zakat Amil State-led Zakat Countries

Prior to 2011, Indonesia had not yet implemented a state-led zakat management system, which is typically administered by a national zakat body and often linked administratively to the Ministry of Religious Affairs. However, with the enactment of Law No. 23 of 2011, Indonesia transitioned into a state-led zakat management era.
According to Research Report No. 69, Overview of Zakat Practices Around the World (2022), various zakat management models exist globally. The report maps different aspects of zakat administration across several countries, including whether zakat is managed by the state, the presence of a nationally authorized zakat management body, operational mechanisms, supervisory institutions, civil society involvement in zakat administration, and the presence of legal frameworks or fatwas regulating zakat in each country.
Despite this comprehensive analysis, there are still numerous critical aspects concerning the role of civil society in zakat management that require further exploration. Therefore, this study will examine the role of civil society in zakat administration, particularly in countries that have established zakat laws.
