Synopsis:
Study on the Village UPZ Performance Index highlights the significant yet underutilized potential of zakat at the village and subdistrict levels. Village UPZs play a strategic role in reaching both muzakki (zakat payers) and mustahik (zakat beneficiaries); therefore, optimizing their function can enhance national zakat collection. The index is constructed based on three main dimensions—institutional capacity, activities, and performance—using a Mixed Methods approach that combines qualitative and quantitative analyses, including literature review, focus group discussions (FGDs), expert judgment, and a multi-stage weighted index method.
The study recommends strengthening the institutional capacity of Village UPZs, improving coordination with BAZNAS, and developing infrastructure and technological innovations to enhance transparency and efficiency. Optimizing Village UPZs—through more accessible zakat services and outreach (dakwah) programs—is expected to generate tangible impacts on poverty alleviation, community empowerment, and sustainable social development. The study also offers data-driven policy recommendations to support more effective zakat management at the village and subdistrict levels.
